hmm, come to think of it, I think it's someone from Yu Yu Hakusho. I can't say who, been awhile since I watched it, but she does pop into mind when I remember the show.

Both Botan and Yukina look like the girl in your sig. (Yukina not as much, not same hair color I think, been way too long to remember exactly, her hair is not blue I believe)

Edit: I say it's Botan from Yu Yu Hakusho. (since Yukina's hair color ain't truly blue and Botan's is)
