now in the mangas in naruto the srtongest gay is not pain is obito he is the one the gave the sharingan to kakashy when they were little and obito`s mangneko sharingan is always atcivated that ehy he says the he is the only one that has sharinga madara that the ultimate and itachi traching to reach that level he has problems whith his sharingans that way he can`t have sharigan activated all the time

Obito is dead reinaldo (Tobi could or could not be Obito/Madara). now the strongest person in Naruto is Pain with his Rinnegan as it is the precussor to sharingan and byakugan. Pain took down the frog sannin (legendary ninja) and leader of the mist country hidden village (a ninja who beat the sannin when they were at their most powerful by himself). Compare to Pain, Tobi is an insect who just buzzed around.

Well Kakashi even says he has almost the same jutsu as the fourth hokage

And i dont believe that Itachi is dead, i think he planned his fake death

I think he's trying to say that in the naruto manga pain isn't the strongest and it is obito
since he is the one to gain the final form of the sharingan which isn't true because obito is dead and he wasn't the one to gain the final sharingan it was the founder of the uchiha clan
