Especially because you need to both read, write AND speak it. And there are many dialects to know, and each generation speaks differently (have different jargon, code words, phrases). Which means you also need to learn history and pop culture.

Though I think I mentioned this before...but it's been a while...

Although my information is from 2000-2004, it's probably still the case.
While helping with their school system, short skirts are definitely, 100% against school regulations.

What they cannot stop, and does happen a lot, is the high school girls will HIKE UP their skirts before they hit the town.

So while it's usually to the knee, or longer, while at school - they WILL hike them up to mid-thigh when they leave the school grounds (especially if they plan to go into town first, before going home)

Now before you hounddogs start over thinking things, these girls are a bit smarter then what you see in anime.
One of the conditions before they hike up their skirts, is that they put on their Gym Shorts underneath. No panty shots guys, even if a lucky wind comes through.

If you do actually catch a girl with a school uniform and a short skirt, with panties showing, she's probably selling herself (aka: advertising). Prostitution is legal there (but pimping is not).
Now don't think she'll go with any guy....it's not the same as it is here in the U.S. The girls expect to be wine/dined while receiving gifts and having fun. But sex in the return is part of the bargain.
You've probably all seen this referred to in anime. Heck, it was even referred to in MegaTokyo once.

are the typical (at least 5+ years ago) code words to seeing if the girl is selling herself in the way I described above.

And you'll never see mini-skirts in the school itself.

What I have never, ever, seen is those bloomers - those gym shorts that are basically the bottom half of a bikini.
I hear they exist, but it's mostly an anime/manga thing.
Girls wear shorts, just like the guys (which is, again, what they use to protect themselves with when they hit the town)

And trust me, not every Japanese girl is a thin wisp of a woman....would you want to see the chunky ones wear bloomers too? Didn't think so...

yea it's same in my country too... maybe it's a global thing... but still i can't understand why they do this...
