Hmmm...

1. School Rumble (mostly comedy, little romance)
2. Karin (Vampire comedy, romance)
3. Seto No Hanayome (Mermaid Comedy, romance, very funny!)

Those are my top three, also you might want to watch Haruhi, I fits into that category as well
