Kira represents good as I think. Why? Because whatever he does appears to be for the further and greater good. He should be representing Evil, but if I follow Kaori right, she shows that we may mix good and evil and may be wrong in our judgings. Evil is often understood as something going against the rules. However, the result is what important.
As for Setsuna, I doubt I can give appropriate answer. At times I don't like him at all, while to the technical moment of drawing style, I like this character. I mean there is evilness inside of goodness in him and vise versa (sp?). As he is a combination of two creatures, we may try judging if Alexiel is good or evil, but... but it depends on the side who judges, isn't it?
Even Rosiel isn't just a bitch. After the 20th volume I was a bit shocked by this character, he became so complete and complecated.
