However, there were also those who didn't think it was good. Those who couldn't handle the rapid changed in society gathered secretly and made problems for the government.

Especially, here in Kyoto, subversive activities continued, and the peace of the city was getting worse.

The Meiji Government took the matter seriously. In order to protect Kyoto, the government organized the new peace keeping unit directed by Katsu Kaishu

This is how Kyoto Police Special Mobile Unit, Shisen Gumi was born.
